There is a natural conflict between the goals of consultants and business managers. Consultants are paid for recommendations, but as they are not generally responsible for results, these are frequently optimistic.

Business managers, on the other hand, are given responsibility for delivering on the recommendations. Any shortfall in results may then reflect poorly on the business managers while the consultant leaves with his fee.
